Rehab for what? Drug/Alcohol? If so, yes it is actual rehab but the patient should be at a certain level before doing outpatient rehab. Residential is much better if you have not not detoxed and become sober yet, and then outpatient should follow that in my opinion.

Yes, outpatient rehab is actual rehab, but a person should reach a certain level before doing outpatient. Inpatient rehab is important to start with, but once you are feeling more confident in your ability to abstain from drugs, alcohol, etc., you could try outpatient.
